If the relay's mana pool is altered by an outside source that isn't another relay, then the mana gained or lost is reduced by 90%.
Output 

                                        
Set a targeted Arcane tower that you own as the output tower. While the relay is above 20% mana and the output tower is below 80% mana, the relay loses 2% of its current mana per second. The output tower gains up to 2% of its maximum mana based on the amount of mana the relay lost relative to its maximum mana. Mana transfer scales with the relay's mana regeneration stat.

Cannot be used on this relay's input tower or towers with no mana. Targeting the same tower again will remove the effect.

Leyline Relay has been updated to v4!

Author's reason for this update:

No longer regenerates mana at all.
Mana transfer reduced by 60%, but scales with mana regeneration.
Its own mana is now 90% resistant to outside influence, except from other relays.

This is an awkward unique because it works exclusively on Arcane towers, so it will depend heavily game to game on if you have towers that it can even be used on.
That being said, in the times I have used it, it has been a great addition.
