This idea came to me a in a dream. A fever dream.
The 5% crit chance is so the first stack is on the house.

Reduced crit % buff/debuff.
Mathematically, 5% makes the item break even and thus not worth the cost of an equipment slot.

Contemplating that since there is diminishing returns on additive effects, ie the crit damage and the inverse happens with reductive effects, ie the crit chance, combined with multicrit mechanics, made this item to be a net negative. Boosted the bonuses somewhat.
