Rare late game item for physical carries which greatly improves as the tower levels up.

Graviton Cuffs has been updated to v2!

Author's reason for this update:

Increased attack speed penalty from -30% + 1.2 per lvl to -50% + 2% per lvl (reduced item lvl from 74 to 35).
Initial item concept made no sense as carry towers will usually already be lvl 25 with an item lvl that high.
