Do water elementals apply Teleport?
This is a great physical carry that also has utility as a support. Solid design, deserves to exist in the game.

Water Elementals cannot trigger Teleport.

I think I should reduce his splash damage as the malus effectively nerfs water elementals which don't do splash damage.
